In a sweeping diplomatic initiative following the deadly Pahalgam terror attack, the Indian government has launched Operation Sindoor, a historic global outreach to reaffirm its zero-tolerance stance on terrorism. Seven all-party delegations comprising 59 leaders, including prominent MPs, former diplomats, and ex-ministers, will embark on simultaneous missions to 32 countries, ranging from the European Union and United States to the Gulf, Africa, and Southeast Asia.
The unprecedented campaign aims to present a united front across the political spectrum, with representatives from BJP, Congress, Shiv Sena (UBT), DMK, JD(U), CPI(M), NCP, AAP, and others. The Ministry of External Affairs confirmed that the move is a "strategic diplomatic offensive" to consolidate global opinion against terrorism and strengthen counter-terror cooperation.
Group 1: Panda to Lead Mission to Gulf and North Africa
BJP’s Baijayant Jay Panda will head the first delegation visiting Saudi Arabia, Kuwait, Bahrain, and Algeria. The group includes senior leaders like Ghulam Nabi Azad, Asaduddin Owaisi, and former Foreign Secretary Harsh Vardhan Shringla, aiming to bolster India’s engagement with key Gulf allies.
“We will convey that India stands united across party lines against terrorism. These visits will strengthen our partnerships,” said Panda.

Group 2: Prasad to Visit EU, UK and Western Europe
Veteran BJP MP Ravi Shankar Prasad will lead the second team to Brussels (EU HQ), the UK, France, Germany, Italy, and Denmark. With support from former Union Minister MJ Akbar and ex-Ambassador Pankaj Saran, the team will lobby for stronger anti-terror frameworks and deeper Indo-European collaboration.
Group 3: Jha Heads Southeast Asia Delegation
Sanjay Kumar Jha of JD(U) will spearhead the Southeast Asia group heading to Indonesia, Malaysia, South Korea, Japan, and Singapore. Key members include Salman Khurshid, Aparajita Sarangi, and John Brittas, seeking to reaffirm India’s Indo-Pacific presence and security cooperation.
Group 4: Shinde to Drive African-Gulf Outreach
Shrikant Shinde (Shiv Sena) leads this mission to UAE, Liberia, Congo, and Sierra Leone, with participation from ET Mohammed Basheer, Bansuri Swaraj, and diplomat Sujan Chinoy, targeting regional stability and diaspora ties.
Group 5: Tharoor to Engage US and Latin America
Congress MP Shashi Tharoor, a former UN diplomat, heads Group 5 to the United States, Brazil, Colombia, Panama, and Guyana, supported by ex-US Ambassador Taranjit Singh Sandhu and MPs across parties. The goal: position India as a reliable strategic partner in the Western Hemisphere.
“Our effort is to engage meaningfully with global counterparts and emphasize India’s principled stance on terrorism,” said Tharoor.
Group 6: Kanimozhi in Russia and Southern Europe
DMK MP Kanimozhi Karunanidhi leads outreach to Russia, Spain, Greece, Slovenia, and Latvia, with ex-envoys Manjeev S Puri and Jawed Ashraf. The focus: enhancing India’s Eurasian engagement in security and multilateral forums.
Group 7: Sule Leads African Strategic Push
NCP’s Supriya Sule heads the final delegation to Egypt, Qatar, Ethiopia, and South Africa, accompanied by heavyweights like Manish Tewari, Anand Sharma, V Muraleedharan, and Syed Akbaruddin, aiming to strengthen South-South cooperation and global solidarity on terror.
